You mean the base card #100? Nope, I think maybe you just have bad luck. 

It should be easy to pull from purchasing 1 or 2 boxes. Most likely, you would get one if you purchase 1 box. If not, then maybe 2 or 3 boxes. You would be unlucky if you're not able to put together a complete set after 3 boxes.

If you want better odds, then get the retail boxes (more base cards).
